anchor tags

I am having an issue here http://ciaalliance.flywheelsites.com/
Lock screeen
user:flywheel
pass: blizzard
These 2 http://prntscr.com/nykbrr are anchors and when pressed they jump to the right area, but because the header is fixed, it covers a part of that area.
How can I fix that, when the anchor jumps to the section, the whole section would be visible?

Hello
I found a solution
Added an empty “raw html” element above the desired element where the anchor tag should jump, and added the ID to that.
And now it jumps perfectly.
